I propose, if there is time, to have a word with Sir M. Young tomorrow about the attached letter from Brigadier MacDougall and I should like you to be present when we discuss that. My own preliminary view is that we should accept Brigadier MacDougall's recommendations that the initial appointments to both the Legislative and Executive Councils should either be limited by time or made on a provisional basis with delayed confirmation. After we have Sir M. Young's views we should have to confirm from one of the Legal Advisers whether one or both of these courses is legally permissible.
The other point which I wish to discuss with Sir M. Young at 2.45 p.m. tomorrow is the proposal made in another letter which I have received from Brigadier MacDougall that Mr. Pennefather- Evans should not return as head of the Police Department but should be superseded by Mr. Sampson. Mr. B.D. Edmonds, who will be coming over for our meeting, has such papers as there are on this subject and I need not now trouble you with the letter about it which I have had from Hong Kong.
